The mystery of the Hasbro GI Joe light blue Cobra Commander variant is becoming clearer with the confirmation this is indeed an exclusive variant titled the "Regal Variant".
It shares its sculpt with the main release figure, but with lighter blue uniform and gold trim as seen in the 1980's animated TV show.
You can pre-order the item now at Hasbro Pulse (US and Canada) with pre-orders closing as of the 30th of July. The item will then ship around the 15th December 2020.
This Cobra Commander figure comes ready for action, with a color scheme inspired by the 1980s animated series, multiple points of articulation for high poseability, and character-inspired accessories, including his signature sword.
