While at first glance this display in the NECA booth might well simply be showcasing their Teenage Mutant Ninja Turtle figures, all was not as it seems as in this instance the figures were secondary to the diorama.
This entire street scene will be sold by NECA, arriving Summer 2018, for collectors to use to enhance their displays. It appears to be a modular construction which may indicate sectional packs for different configurations.
